As it can be observed, the third sector comes, has some time, searching its space in the society, looking for to narrow, each time more, its relationship with the first one and according to sectors. In guideline, always it is present the social matters, practical the traditional ones of the charity, the filantropia, the citizenship, the reciprocity, the protection to the ecological patrimony, of the inclusive education and educational campaigns. Its constitution is divided in three categories that are the religious associations, foundations and organizations. They are not governmental organizations that they look to intervine organizadamente in the society, developing action in different areas. They are distinguished for its acts of patriotism, of citizenship, social mobilization and for the attendance of the interests of the minorities, developing social projects of great penetration in the low income communities, mainly in the area of the digital inclusion (Would make, 2007; Association, 2009). DIGITAL INCLUSION The digital inclusion is a concern of all the society, therefore the access to the TICs is a way to promote the insertion of all in this new language, with the intention to improve its conditions of life. However, the availability of a computer with access to the Internet and the simple knowledge on its use are not enough, because it is lacking a basic condition so that a person is digitally enclosed. This condition esbarra in a basic point of limitation, that is, what to make with these tools. It is known today that to fight the digital exclusion the accomplishment of great investments in technological qualification and staff is essential, therefore, in Brazil, about 70% of the population does not have access to the Internet, second research carried through in 2007 for the ECA (School of Communications and Arts) of the USP (University of So Paulo) (USP, 2007). The programs of digital inclusion, mainly in the education, are developed by the third sector, with sights to the fulfilling of a gap left for the State that lacks of resources and invests little, for example, in the education, basic condition for the human development.
